IT board approves contract amendments for OpenGov, INPR, Burke, Lifeline and Vertiv

The Information Technology Board voted June 23 to approve a series of contract amendments and not-to-exceed (NTE) increases across several vendors after staff presentations described required work and the funding impact.
Abby Brands, director of the Department of Business and Neighborhood Services, asked the board to expand the Vertisoft NTE by $199,998.72 to fund a proof-of-concept for the OpenGov licensing that other enterprise partners have adopted. "We are increasing it, $199,998.72 for a total NTE increase of $1,959,729.26," Brands said. The board moved, seconded and approved Resolution 26-29 by voice vote.
Meg Richmond, application services manager at ISA, presented two requests tied to city systems. She said ISA seeks to amend an Infor (INPR) agreement to raise the NTE by $553,267.37 for a revised total of $2,035,615.60 to support the DPW work order program, and to add $153,969.20 to correct a vendor billing clerical error for Burke 1, yielding a revised Burke 1 NTE of $2,839,003.57. "INPR is our work order program for DPW," Richmond said; the board approved both measures under Resolutions 26-30 and 26-30-1.
Kevin Moore, chief operating officer at ISA, presented two additional requests: an amendment to extend Lifeline hosting services through July 1, 2029, increasing that NTE by $223,200 to $539,860.24 (Resolution 26-32), and an amendment to raise Vertiv's NTE by $223,000 to $758,007.65 to cover UPS batteries and critical power maintenance across city facilities (Resolution 26-33). Each resolution passed on voice votes with no recorded opposition.
The board did not record roll-call vote counts in the public discussion; motions were moved and seconded from the dais and approved by unanimous voice vote. Several presenters said the increases covered either project start-up (OpenGov proof of concept), contract corrections (Burke 1), or multi-year service extensions and hardware maintenance (Lifeline and Vertiv).
