Harrison County Council members voted unanimously Dec. 22 to confirm tax-abatement resolutions for Kelly Box and Packaging Corporation, clearing the way for real and personal property abatements tied to a proposed new facility in Corydon.
Christy Powell of RJL Solutions introduced Resolution 2025-10 (real property) and Resolution 2025-11 (personal property), telling the council the company’s application met the qualifications for an economic revitalization area. Chairman Kyle Nix opened both public hearings; no members of the public spoke. Councilwoman Jennie Capelle moved to adopt Resolution 2025-10, which passed 7–0; Councilman Joe Kellum later moved to adopt Resolution 2025-11, which also passed 7–0.
By adopting the resolutions the council confirmed earlier preliminary actions (resolutions 2025-07 and 2025-08) and formally recorded the abatements in the meeting minutes. The minutes do not record any conditions or amendments attached to the abatements. The council took the votes in open session with all seven members present.
