The Board of Parks and Recreation approved a resolution on June 23 delegating authority for cooperative purchasing agreement approvals to the director of the Department of Parks and Recreation. Staff told the board these cooperative contracts are primarily for supplies and off-the-shelf equipment and that using cooperatives secures negotiated discounts and shortens procurement timelines.
Deputy Director Andre Denman said the normal contracting time is "about 90 to 120 days," and staff argued delegating authority would reduce that timeline so equipment and materials can be installed sooner. Corporation counsel Adam Wicker clarified that major installation or construction work will still go through the normal public works competition process and come before the board; staff and counsel said change orders would generally be subject to board review. The board approved the resolution, which staff said renews an authority the board had passed previously and which had lapsed in May.
