Board authorizes Lions Club to begin legacy-trail construction and playground site preparation at Lions Park

Staff presented a multi-part request from the Brainerd Lions Club to begin work on a legacy trail and an all-inclusive playground at Lions Park (Buffalo Hills). The Lions Club requested permission to remove three trees identified on the site plan (staff confirmed two trees are dead and the third must be removed to accommodate the new playground footprint), to remove current playground equipment this fall, and to begin trail construction and site-prep with club-provided volunteers and equipment.
Staff recommended approving the four actions contingent on staff completing a short list of due-diligence items (liability review for volunteer tree removal and donation-policy review for donated playground equipment). The board approved the recommendation. Staff said roughly $127,000 (city-held funds) and additional fundraising/anticipated Lions International grant activity were part of the overall project finance plan if needed.
