Kittleson presented PARCLO (partial flow relief) ideas—looping off‑ramps and Park‑Low A/B configurations—that turn left‑turn conflicts into right‑turn or looping movements to improve capacity. The consultant warned those loop geometries frequently extend into adjacent parcels and could require significant property impacts in Boardman’s built quadrants.
"This offering up in geometry would push the impact well into the established built environment of Boardman," the consultant said while showing sketch loops that would use undeveloped parcels or require taking portions of commercial lots. Several PAC members and business owners urged exploring refinements that route loops around undeveloped land where possible; the consultant said ODOT’s Marlo Stanton had sketched an option that could reduce impacts and would be shared at the TAC meeting.
