City engineer Jake (DGR) walked the council through an updated reconstruction map showing phased street‑utility projects — replacing old water mains and clay sewer mains — and explained how those projects would be identified for the state water plan. "This map has kinda morphed over the years. It's this latest and greatest version," Jake said, describing phase 1 completion and subsequent phases awaiting funding.
Jake told the council the quickest scenario would be a December 2025 funding application to support a 2027 project timeline, but cautioned that timing can vary. He said the reconstruction projects would be eligible to serve as local match for the larger regional sewer grant, helping the city leverage state and federal funds. Councilors asked about sequencing and how work would coordinate with the regional sanitary study; Jake said the study’s project slate will inform which reconstruction segments are prioritized.
Council will continue vetting the project list and pursue placement of priority projects on the state water plan when the study deliverable is complete.
