Stacey Boumis, AICP, presented the case and said the Planning and Zoning Commission recommended conditional approval at its Jan. 14, 2026 meeting; the Development Text and a southeast corner elevation drawing were updated afterward to address commission conditions. Eric Zartman, Esq., attorney for the developer, addressed Council to summarize how the conditions had been resolved. No members of the public asked questions during the hearing.
Council member Guiles Richardson moved to adopt Ordinance 04-26; Mr. Mike Kimbler seconded. The roll-call vote was unanimous in favor (Richardson yes; Kimbler yes; Kramer yes; Gibbs yes; Flaherty yes; Varney yes), and the motion carried. The approval authorizes the rezoning and the preliminary plan subject to the conditions communicated by Planning and Zoning.
