Rep. Susan Marcelli asks Kensington to post DES groundwater-permit and monitoring plan

Representative Susan Marcelli told the Selectboard that the New Hampshire Department of Environmental Services issued a large-groundwater withdrawal permit related to the Exeter Drinkwater Road well and asked the town to post the final approval and monitoring plan so residents can review it.
"The well shall limit its cumulative withdrawal of groundwater from this drinking-water well to no greater than 288,000 gallons in any 24 hour period for the initial 24 months," Marcelli said, summarizing the condition she found in the DES approval and noting the permit originally authorized up to 576,000 gallons in 24 hours but that the DES imposed a temporary restriction.
Marcelli said the DES approval requires groundwater-level and groundwater-quality monitoring and that three Kensington addresses are already listed for monitoring (12 Laurel Lane; 6 Over Ridge Road; 106 Dreamwater Road). She asked town staff to clarify the process by which additional residents can enroll for monitoring and to post the DES documents on the town website so residents can read them directly.
Board members acknowledged the request and staff noted posting costs and procedures under the town's default budget, saying they would look into publication options and follow up with the representative and residents. The board did not take formal action on the request that evening; Marcelli and staff said they would coordinate further information-sharing with DES and the town's online postings.
The board directed staff to report back with a recommendation on posting the DES decision and the procedural steps residents should follow to request monitoring.
