Commissioners press staff on transit center, parking garage and the 27% trip-reduction target

Commissioners pressed county staff and the county attorney on the Canyons transit center, the new parking garage and how the SPA’s 27% trip-reduction goal will be evaluated. Dave Thomas said the PID provided $1,000,000 to fund an expanded transit station near the existing Cabriolet plaza and that High Valley Transit’s bus rapid transit (BRT) project must be coordinated with the Canyons transit center construction.

"One of the conditions that was put on the PID... was that the million dollars had to be expensed first for the transit station," Thomas said, describing funding priorities. Commissioners raised concerns that the parking garage could open before the transit center’s expanded facilities are functional, which could worsen seasonal parking pressure; staff responded that a transit stop function will remain operational and that the plaza area will be expanded in tandem with lift replacement and garage construction.

Commissioners also asked what the 27% target means and how it is measured. Thomas said the goal was intentional—measuring modal shift versus a buildout baseline—but acknowledged disagreement between parties on the traffic studies and methodology used to calculate 27%. He said staff increasingly favors ensuring robust transit infrastructure and enforcement of required mitigation rather than relying solely on a numerical formula.

Staff indicated the parking garage and the Cabriolet lift replacement are scheduled to be finished by Dec. 15 of this year; an updated traffic study is required after the first full season of garage operation and any required mitigation must be implemented by TCFC within 18 months of that study.
