Board agrees to extend RAD incentive pay; larger wage increases tabled for further study

Secretary Kaitlin Leary told commissioners the Temporary RAD Incentive Compensation Program — which provides eligible full‑time HACA employees a monthly bonus equal to 15% of base pay during the RAD transition — was set to expire at the end of the month. She recommended the board consider extending it and possibly adjusting the percentage in light of proposed wage increases.
The board voted to extend the plan "at the current monthly payment amounts" to the earlier of June 30, 2027 or the termination of the RAD process, subject to available funding and quarterly evaluation. On wage changes, Leary presented research showing market pressure and recommended raises for the Executive Director, Assistant Director and Maintenance Foreman; the board agreed to research proposed increases further and tabled final payroll budgeting until next month.
