Staff report: construction projects, hydro updates and IT integration noted

Public works and utility staff summarized routine updates and capital activity across the city. Paul (Public Works) reported the Southeast Brainerd Reconstruction project had started with temporary water in place and that water main and sanitary sewer construction would begin later in the week; Right & 10th Street is in substantial completion with a final walkthrough scheduled for Aug. 5. Staff also noted galvanized service line replacements are underway.

Charlie provided water/wastewater updates, reporting low tankage volumes to be wrapped up and noting ongoing pressure‑washing and seasonal maintenance. Danny Locke reviewed utility topics including historic hydro generation performance and a cost per kilowatt‑hour analysis: staff reported an expected stabilized hydro cost near 8.67¢/kWh and discussed a potential bonded generator project that would raise costs to about 11¢/kWh during debt service (falling to roughly 8.5¢/kWh after retirement). Danny also noted upcoming IT integration work with an integration weekend scheduled and possible downtime as the city transitions systems.

Commissioners asked about intermunicipal cooperation on treatment plant investments, tracking Baxter flows, and whether renewable procurement rules would require Minnesota‑sourced renewables or allow market PPAs; staff said they are awaiting clarification on procurement rules and will follow up.
