Nina said consultants from Wright Public Affairs will help translate project lists into accessible talking points, develop FAQs and test language, and that staff plans polling in April or May to establish a baseline and test messages.
Nina explained that ballot language cannot list every project in detail and that staff and bond counsel will craft language that separates major categories—water, wastewater, parks—while preserving needed flexibility to adjust project allocations if final engineering costs differ. She said the consultant will also advise campaign‑style outreach and that the council should expect continued work‑session briefings as polling and messaging results arrive. Councilors generally expressed support for proceeding with polling and consultant work so staff can report polling results and refined materials at upcoming meetings.
