City Engineer Chris Beatty recommended awarding the Bay Boulevard sidewalk improvement contract to United Concrete and Construction LLC, the low responsive bidder at $134,402. Beatty said the city prepared plans in‑house, received five bids and found two close bids in the $130,000 range; the low bid met Oregon standard specifications about contractor self‑performance and was judged responsive.
The council moved to award the contract and to authorize the City Manager to execute it subject to city attorney review. Beatty said the city is in a seven‑day notice of intent to award period and anticipated beginning construction within weeks with an aim to complete before June. The work will address trip hazards, nonconforming driveways and other pedestrian safety issues using funds from the Bay Boulevard parking district.
