Council to consider parking fee resolution next meeting; executive session called on litigation

Derek Tokos told the council a fee resolution implementing meter zones, rates and a proposed service-fee option would be included in the packet for the next council meeting and that staff would present a small set of convenience-fee options for council consideration. He told members they could request alternate enforcement hours and other details be included in the resolution.
The mayor then read an executive-session notice and the council convened in executive session under Oregon law. The mayor cited ORS 192.660(2)(h) as the authority to consult with legal counsel regarding litigation and noted ORS 192.660(4) allows media to report only that an executive session is being held and the general subject matter; he emphasized discussions were confidential and no decisions would be made in the closed session.
No formal votes were taken at the work session on the parking proposal; the resolution and precise fee structure will be before the council at an upcoming meeting for formal consideration.
