Councilors debated the recommended 9 a.m. start time for weekend enforcement; one councilor said the observed utilization rate should be presented and objected to the early start. Tokos said utilization data are in the original parking study and that postponing adoption would delay the implementation schedule (fabrication of signs requires about 20 days). Councillor Emond moved to adopt the resolution as written; the motion passed by roll call with one abstention.
