Council approves formation of sanitary‑sewer LID for Northwest Pacific Street

City Engineer Chris Beatty presented the staff report recommending formation of a sanitary sewer local improvement district (LID) on Northwest Pacific Street to serve three properties. Beatty said the extension would include roughly 200 feet of sewer and that two properties are currently on failing septic systems while a third is undeveloped. The engineer's estimate and competitive bidding produced a low figure of about $63,000 for the project; Beatty said the initial apportionment would divide costs equally among the three properties (approximately one‑third each), subject to final construction costs.
Pam Demery, representing her mother Maxine, urged the council to approve the LID. "Our septic tank has failed," Demery said, describing recent installation of holding tanks that require frequent pumping. Beatty told the council property owners could pay their assessed share up front or elect to spread payments over a 10‑year financing term; he also said Finance Director Steve recommended transferring up to $80,000 from the wastewater contingency fund in the next supplemental budget to provide upfront contingency funding until final costs are determined. Councillor Emond moved to adopt the resolution accepting the preliminary engineer's report and directing formation of the LID subject to city attorney review; the motion passed by voice vote.
