City awards $5.78 million contract for Jerome downtown revitalization project

City Engineer Tyson Carpenter reported one bid was received for the Jerome Downtown Revitalization project and described the scope and funding at the April 7 council meeting.
Carpenter said the base bid for the Main Street portion totaled $5,420,992.35 and an additional section (Avenue A) bid $358,756.30; three additive items ranged between $300,000 and $400,000 and were excluded based on available funding. Carpenter said the project budget is roughly $5.5 million, with funding sources discussed including $3.2 million in Urban Renewal Agency (URA) bonds and $2.7 million from Idaho Transportation Department funds; additional overages would be covered from Street Department funds or by URA reimbursement as increment revenues arrive. Carpenter told the council the bid price is "locked in" if accepted within the next 30 days.
Councilman Bryan Craig moved to award the contract to Idaho Materials and Construction for the base bid plus Schedule A in the amount of $5,779,748.65; Councilman Jason Peterson seconded the motion, which passed unanimously. Staff and council discussed phasing, potential change orders for omitted elements, utility placement (sewer and water), and the project timeline (contract paperwork and submittal review in the coming weeks).
