Because portions of the Harney right‑of‑way are narrow, the project requires acquisition of small strips of property from a neighboring commercial property owner (Road & Driveway Company) and a city conveyance of approximately 1,398 square feet in exchange; staff described the swap as a practical trade to obtain continuous access for the roadway improvements. The MOU includes replacement of screening trees removed for work and conduit installation under Harney for future communications. Council voted to authorize the mayor to proceed.
