City manager reports progress on capital planning, technology, beautification and housing

City staff presented the fiscal year 2025–26 Q3 progress report outlining seven focus areas for the year and recent accomplishments. Staff said the city is finalizing its first capital improvement plan for presentation in May, has completed phase 1 of the gravel roads paving plan with phase 2 expected in 4–6 months, and completed a seven-year financial strategy and bond recommendation. "We are finalizing our 1st ever capital improvement plan. We anticipate that it will be presented in May," the presenter said.
Staff also reviewed technology upgrades (a new website, online police reporting and Express Bill Pay), a budget visualization tool planned for April, and beautification efforts including new trash cans with youth artwork, a nearly complete sanitary restroom, and a trolley feasibility study. On housing, staff reported Windhaven's next 90 market-rate units are under construction and the city continues to participate with the county on homelessness initiatives. Councilors asked about the employee engagement survey and accessibility of volunteer application forms; staff confirmed NEOGOV online application availability and said the website would be updated to remove an outdated printable form.
