After Jacobs presented alternatives and cost ranges, council members and staff agreed to advance further concept-level studies for two alternatives (3A and 3B) and to seek clarity from state agencies on fish-passage and hazard-classification questions. "We also plan to bring this back for further conversation and, the final report on April 20 during the city council meeting," a staff member (Nina) said.
The council did not select a preferred alternative at the work session; instead it directed consultants to close data gaps, confirm permitting and fish-passage expectations with ODFW and OWRD, refine cost and schedule estimates, and have staff present options for funding and next steps on April 20. The open portion of the meeting closed and the council convened in executive session under ORS 192.660 for property-negotiation deliberations.
