City staff told council the city received state funds to support design work but does not have construction funds available for Big Creek work. "We did receive funds, from the state to do design of the solution," the staff member (Nina) said, adding the original grant scope was specific to an RCC dam and staff are coordinating with OWRD to pivot scope if council directs.
Jacobs provided implementation timelines ranging from about six years for remediation-focused options (design, permitting, and construction) to up to 12 years for a new RCC dam depending on prior progress and permitting complexity. The consulting team and staff agreed additional concept-level work and funding options analysis — including feasibility for CWIF loans and other federal/state programs — will be part of the package returned to council on April 20.
