Staff presented an extensive list of candidate capital projects and explained the prioritization process that will reduce an $81,000,000 candidate list to the $38,000,000 capacity of the proposed 1‑for‑1 replacement bond. Projects range from wastewater rehabilitation and water transmission line replacement to sidewalk cost‑sharing and park accessibility work.
"So the list that you're getting is basically everything we've identified. It might not necessarily be the list that gets funded," Rob Murphy said, and staff explained the plan to use a prioritization matrix, factor in matching grants (FEMA, SDCs) and gather public input to refine the list. Communications Director John Fuller said staff have identified roughly 100 stakeholders across industries, education and cultural groups and plan to break outreach into focused groups.
Staff also described a proposed bond advisory committee composed of community members, budget committee representatives and staff to provide oversight; they plan to launch a public‑facing capital tracking tool so residents can view project budgets and status as work proceeds.
