The council approved an intergovernmental agreement with the Oregon Water Resources Department to support design work for repairs to the Big Creek Dam No. 2 spillway after state annual inspection identified degraded conduits.
Todd Drage of the engineering department said the 90‑inch spillway and a 30‑inch underdrain are in disrepair; staff have retained Jacobs Engineering for an alternatives analysis and will use Jacobs for the upcoming design work. Drage said the agreement will allow funding recovery of approximately $81,640 for the design. He described the planned repair as a slip‑lining of corrugated metal pipe conduits and said the work is a distinct, near‑term repair separate from seismic mitigation projects planned for a future date. Council authorized the city manager to sign the agreement by voice vote.
Council members pressed for clarity on whether the repair was urgent; staff said the conduits have been flagged in annual inspection for four years and the repair is necessary to meet performance specifications.
