City staff presented a proposed November 2026 bond renewal that aims to fund major infrastructure and accessibility projects while keeping the tax rate unchanged. Staff said the package is intended as a renewal — "the tax rate would not change" — and stressed the need to finalize a prioritized project list after public input and a staff matrix to fit the $38 million target.
Presenters walked council through grouped project categories (water resiliency, wastewater, transportation/pedestrian safety, facilities and parks). Staff warned that conceptual project estimates currently exceed the $38 million limit and that the matrix to be presented March 30 will be used to trim and prioritize projects. Staff also announced an open house and an online survey to gather public feedback that will be incorporated into the March 30 work session materials.
