City approves ODOT intergovernmental agreement to modernize US 20/Harney-Moore intersection

The Newport City Council approved an intergovernmental agreement with the Oregon Department of Transportation to modernize the US 20 signalized intersection at Harney Street and Moore Drive, making equipment upgrades, adding a turn lane and addressing a sidewalk gap on the north side of US 20.
Derek Tokos, community development staff, told the council the state-initiated modernization will replace the existing cable-style signal with a mast-arm arrangement and add turn-lane capacity and sidewalk improvements. Tokos said the city will now be responsible for 100% of the signal's electrical costs (previously the municipality paid 50% under state policy for communities under 10,000 population); the state will perform maintenance for the state-initiated project. Council voted to approve the IGA and authorized the city manager to sign the agreement.
Tokos described the electrical cost increase as an incremental monthly amount and noted the project will be coordinated with a city-led Safe Routes resurfacing project on Harney Street. No dissenting votes were recorded on the floor.
