Council designates Nye Beach as Arts & Culture District, expands boundaries to include library

The Newport City Council voted March 2 to adopt Resolution No. 2026-03-02-004 designating Nye Beach as an Arts & Culture District, and approved a council amendment expanding the district boundaries west to the ocean and from 12th Street to 2nd Street.

Jason Holland, executive director of the Oregon Coast Council for the Arts, introduced the request and said the designation is “a first step” that can help districts seek outside grants and fundraising. Consultant Lawrence Kumar, joining remotely, summarized short-term “software” recommendations — such as a cultural events manager, collective marketing and partnerships between arts and science organizations — and “hardware” ideas including expanded banners, murals, wayfinding, artist studios and possible affordable artist housing.

During discussion several council members urged the map be expanded to include the library and extended toward the ocean. Jason Holland said the draft boundary drew from an existing neighborhood overlay but “it certainly could be revisited or expanded differently.” Councilor Aparicio Ruiz moved to adopt the resolution and a separate motion to amend the boundary passed by voice vote; the council recorded no opposition on the floor vote.

Under the terms discussed the designation does not obligate the city to fund projects immediately. Supporters said the formal designation would make Nye Beach more competitive for grant funding and private donations as the community develops design and program ideas. The council asked staff to provide the full report and to return with any refinements for future action.
