Committee approves rule change removing domiciliary-care rules for Idaho State Veterans Homes

Mark Tschampl, Chief Administrator of the Idaho Department of Veterans Services, described the docket as a “simple removal” of rules related to domiciliary care.
During review Senator Foreman asked whether residents could be discharged for possession of lethal weapons and whether the facility’s status as state property raised constitutional issues. Mr. Tschampl responded that the facility is state-owned property but also falls under federal rules and regulations, and that the facility’s “no weapons on that facility” policy exists for the safety of other residents. Senator Foreman moved to approve Docket No. 21-0101-2501; Senator Keyser seconded and the motion carried by voice vote.
