The Maple Valley City Council adopted Ordinance No. O-26-894 to extend the city's emergency moratorium on accepting building permits and other applications for Battery Energy Storage Systems (BESS). The extended moratorium will remain in effect for six months while the city develops interim development regulations for such facilities.
The item followed a public hearing at which commenter Draconis DeCiryan urged the council to extend the moratorium and called for more study of how the technology is implemented and used. Community Development Manager Matt Torpey and City Manager Laura Philpot answered council questions before the unanimous vote to adopt the ordinance (6-0).
Council recorded the extension period explicitly in the ordinance language and directed staff to draft interim regulations during the moratorium period.
