Selectboard asks MARC to seek Act 250 Tier 1B mapping for village center

The West Windsor Selectboard voted unanimously to approve a municipal resolution asking the Mount Ascutney Regional Commission (MARC) to seek Land Use Review Board approval to have the Village Center and Village Area mapped for Act 250 Tier 1B status. The motion was made by John Brodie and seconded by Mark Harley.
Jason Rasmussen, Executive Director of MARC, presented the mapping proposal and said MARC will meet with the West Windsor Planning Commission on Jan. 27 and aims to complete updated Future Land Use maps and regional plans by the end of February. The resolution, as moved, requests “that the Mount Ascutney Regional Commission seek the Land Use Review Board’s approval to have the Village Center and Village Area qualify and be mapped for Act 250 Tier 1B status.”
Under the mapping approach described by Rasmussen, a designated Tier 1B area would exempt certain projects with up to 50 housing units from Act 250 permitting requirements. The board did not amend the substantive scope of the proposed resolution during the meeting and approved it by voice vote.
Next steps: MARC will complete its Planning Commission review and return updated maps for Selectboard review; the Land Use Review Board will be the final approver for any Tier 1B mapping designation.
