Chris Sam Lewis, representing Ivory Homes, presented a draft text amendment to create the Lost Creek Community Zone (LCCZ) and walked the commission through maps, precedent projects and high-level design principles. "My name is Chris Sam Lewis, and I'm... for Ivory Homes," he said while introducing the applicant team and explaining the project context across the valley and adjacent municipal boundaries. The presentation described roughly 407 developable acres within a broader swath of about 600–700 acres and proposed a town center, trail corridor, civic spaces and a mix of housing types from rental apartments to single-family homes.
Applicant team members described infrastructure intentions, including an off-site sewer line and studies for culinary water; they emphasized deed-restricted units in prior projects and an intent to provide some workforce housing. Commissioners praised the presentation but repeatedly requested more precision on the code language, the 1-mile LCCZ radius from Lost Creek, minimum parcel-application sizes and how annexation-declaration areas with Francis City will be handled. The commission agreed in principle to have staff work with the applicant on clarifying the draft zone and returning with a refined proposal and additional public hearings.
