Shane Scott explained the ordinance codifies earlier policy decisions and authorizes the manager to initiate recruitment for advisory board members. Council member Tanya noted a procedural question about timing for applications and disbursements: "The only comment I have is when I read through that. There wasn't a time specific..." She asked staff to advise a practical annual schedule for the program so applicants know when to apply and when awards will be announced.
Council voted to adopt Ordinance 1006 as presented. Staff said they will post the advisory board recruitment and propose a program calendar to the council for adoption.
