The Summit County Council voted March 11 to adopt a resolution creating Resort Core Public Infrastructure District No. 1. During debate council members negotiated a binding set‑aside of funds for a near‑term transit improvement at Kimball Junction.
Council member Chris Robinson moved an amendment to ensure a dedicated allocation for transit: "I'll amend my motion to say there'll be up to 1000000 dollars set aside upon bond issuance, either from the bonds or from whatever sources... to build that transit center and the design of which would be, in the discretion and subject to the approval of High Valley Transit." The amendment was accepted; the motion passed unanimously.
Legal counsel explained recent state legislative changes (House Bill 507) clarifying how PIDs will be treated for financial reporting and component‑unit analysis, and noted that PID bonds remain marketed on the basis that the creating entity does not have contractual bond obligations. Council members emphasized the need for clear governing‑document language on annexation, withdrawal and board approval processes before finalizing bond documents.
The council directed staff and counsel to operationalize the set‑aside language in the governing documents and asked High Valley Transit to coordinate final design and acceptance criteria for the transit center.
