Director's office to recommend denying petition to remove transfer restrictions on social equity licenses

Jacobs said the social equity rulemaking concluded in January and the office is still reviewing results from the most recent round of social equity applications, making it premature to reopen the complex rulemaking process.
Jacobs told the caucus that the most recent eligibility round concluded in June and that "880 registrants submitted materials for consideration to be an applicant for 69 available cannabis retail licenses." He said reopening the rulemaking now would be an ineffective use of staff resources given the number of ongoing projects and that the director's office will present a recommendation to deny the petition at the formal board meeting.
