During the FY2027 budget presentation, Presenter (S7) told the council the city is planning a change in employee health insurance that would move most plan participants to a high‑deductible option beginning July 2026. "The high deductible plan did create a small salary savings about 1%... that's what is funding the stipends for this year," Presenter (S7) said.
Presenter (S7) described two stipend elements funded from those savings: a $500 contribution into an FSA (flexible spending account) for qualified employees and an additional $700 stipend available to qualified employees. Staff clarified that employees could "buy up to the low deductible plan" through Insure Oklahoma if they prefer the lower deductible option.
