Laura Zwert, who identified herself by name during public comment, said she had emailed a district contact asking which deliverables were included in the ISG pre-construction report and specifically asked about a wetland delineation she expected from the South Dakota Department of Ag and Natural Resources. "I have an email for Mr. Hemmer, dated January 9, where I asked what deliverables would be included in that report," she said, and added that she believed the district had paid "almost $40,000" for the work.
District staff responded that ISG had prepared only concept spacing because the team needed to know whether the site would fall inside city limits or county jurisdiction before completing final drawings; staff said they would check on the wetland delineation and make the Pitts contract available as previously promised. Board members and the public discussed whether a city annexation could duplicate studies and whether the city could use reports produced for the district.
