Board approves ISG predesign and opens search for construction manager at risk

The Colman-Egan board voted to authorize ISG to complete a predesign for an athletic complex and separately authorized the district to advertise for a construction manager at risk (CMAR).
Superintendent Scott told the board the full ISG proposal would total about $386,000 but that the recommended predesign-only contract would cost $39,500 and yield the more concrete numbers needed for budgeting and donor solicitation. “If you wanted to only approve the predesign for the 39,500, that would get you the information in order to get more concrete numbers,” Scott said. The board approved the predesign-only recommendation 3–2.
On procurement, Scott explained the CMAR approach: advertise for two weeks, collect proposals, then review or interview firms and select a manager who will provide a guaranteed maximum price. The board voted to advertise for CMAR, with the superintendent noting the route is often used to involve local contractors and control cost risk.
