Andrew Tramp presented the first draft of the 2025 Water Fund budget and a five-year forecast. The draft shows a proposed water base increase from 15.11 to 17.11 and tiered residential and commercial rate increases (for example, Residential Tier 1 from 1.79 to 1.86 and Tier 3 from 3.42 to 4.00). Staff recommended waiting for the HDR rate study results before implementing any increases, aiming for possible mid-year 2025 changes.
Tramp also reviewed the first draft of the 2025 Sanitary Sewer Budget. The sewer draft included two rate options: Option 1 would raise rates by $0.50 per thousand gallons to cover excess contracted capacity costs with Sioux City; Option 2 would raise rates by $1.00 per thousand gallons to match Sioux City’s increase. Both options would increase the sewer base charge by $2.00 for residential and commercial accounts. The board will revisit the second and final draft at the December 16, 2024 meeting.
