District Manager Andrew Tramp presented final drafts of the 2025 Water and Sanitary Sewer budgets, including a five-year forecast. The board approved the final drafts as presented, but members agreed to wait for the results of the Water and Sewer Utility Rate Study and Technical Analysis before implementing any proposed rate increases; any rate changes would be considered mid-year 2025 and would require two readings and a public hearing.
The packet included proposed water and sewer rate tables. For water, the 2024 base was listed at 15.11 and the proposed 2025 base at 17.11; residential tier rates for 2025 were proposed at $1.86 (Tier 1), $2.99 (Tier 2) and $4.00 (Tier 3). For sewer, two options were discussed: Option 1 (a $0.75 per thousand-gallon increase to cover contracted excess capacity costs) and Option 2 (a $1.00 per thousand-gallon increase to match Sioux City), plus a $3.50 increase to the residential sewer base charge under both options. The board approved the budget drafts while deferring rate implementation until after the study.
