Franco said the city has been “chasing money” for years and that he personally saved about $600,000 toward the effort. He described negotiations with Kane County on cost-sharing and said an initial $3.5 million estimate has grown to close to $6 million because of rising expenses. He said the administration plans a constituent meeting to present two plans and expects residents will favor the quicker, less costly option that provides improved height now.
