Commission approves CH rezoning for commercial expansion near Loving Park despite resident odor concerns

The Tulsa Metropolitan Area Planning Commission voted unanimously on Jan. 21 to recommend rezoning the RS‑3 portion of a commercially used lot at the southwest corner of East Latimer Street and North Mingo Road to CH to allow additional commercial buildings on a parcel largely zoned CH since 1970.
Staff said the property is designated Employment in the Comprehensive Plan and that CH zoning is consistent with surrounding commercial and industrial designations. Staff noted the site is adjacent to Loving Park and that any future development could require additional landscaping or buffering along the park edge. The minutes record that most of the property is used for outdoor vehicle storage and that the site lies within the FEMA 100‑year floodplain and the City of Tulsa regulatory floodplain, which would subject new construction to floodplain development standards.
Resident Rachel Bunch of 8903 East Marshall Place told the commission she did not oppose the existing wrecking company but asked for assurances about the intensity of possible future manufacturing uses and raised concerns about chemical odors in the area; staff clarified that manufacturing uses would require a special exception before the Board of Adjustment. The commission moved to recommend approval per staff’s recommendation and voted 9‑0‑0 (Ayes: Bulmash, Craddock, Fugate, Hood, Humphrey, Shivel, Turner‑Addison, Walker, Whitlock).
