Olsson, Inc. sought rezoning from AG to RS-5 to permit a new single-family subdivision with a conceptual layout of 168 lots in nine blocks and five reserve areas. Staff recommended approval and the Commission moved to recommend RS-5 per staff; the motion passed 10-1 (Craddock opposed). The application noted significant portions of the property lie in the City's regulatory floodplain and that floodplain areas would be placed into reserves or overland drainage easements.
Neighbors stressed cumulative impacts and jurisdictional overlap between Tulsa and Broken Arrow and urged that infrastructure and erosion be addressed before rezoning. Katie Bird said neighbors paid “about $900 dollars a household to repair the damage” from erosion in 2024–2025 and suggested RS-4 might better reflect local lot sizes. The applicant said the proposed lots would be 45 feet wide and that the RS-5 designation preserves options for builders.
Commissioners' approval was conditioned on compliance with subdivision platting, infrastructure including water, sanitary sewer, stormwater, street design, and right-of-way dedications. Final approvals and permits will be subject to the Subdivision & Development Regulations and required engineering reviews.
