City reports Academy of Blanchard utility permits, advances 70th Street easement plan

City staff told the council that all utility plans for the Academy of Blanchard (two water mains and one sewer) were submitted to the Department of Environmental Quality and the Department of Transportation for review, and that temporary buildings and permit follow‑ups are being tracked to support the school opening in August.
"All of the utility plans for the Academy of Blanchard have been submitted to the Department of Environmental Quality and the Department of Transportation for their review," staff said, noting the city had not yet received confirmations and will move quickly when reviews return. The staff update included an estimate that once construction begins, installation could be completed in as little as three weeks in an aggressive schedule but that permit timing will govern start dates.
Separately, the council reviewed authorization to compensate property owners for additional utility easements needed for the 70th Street waterline. Staff reported that 16 of 22 required easements are accepted or nearly complete, four are pending and two parcels may require eminent domain. The city attorney explained the condemnation process and estimated a best‑case two to three months from petition to commissioners' report if condemnation becomes necessary. Council approved the resolution to proceed with easement payments and directed staff to continue negotiations for remaining parcels.
