City awaits final ACE CCTV deliverables, engineers to finish sewer PER and funding plan

The city’s CCTV inspection of main sanitary sewers — funded by a USDA SEARCH grant award — moved forward under contract with ACE Pipe Cleaning, but the engineer reported delays and the need for a full footage review before producing an engineering opinion of probable cost.
BG Consultants said ACE completed much of the filming and will deliver video and inspection logs for detailed review. The city must then finalize a Preliminary Engineering Report (PER) to present to funding agencies; at a KIAC (Kansas Interagency Advisory Committee) meeting staff and council discussed a strategy that could combine USDA Rural Development loans and CDBG grants for a multi‑million dollar rehabilitation or replacement project.
City staff stressed that CCTV is limited to mainlines and does not inspect private lateral service lines. Brett Waggoner told the council the CCTV footage and a consultant PER would be ready for early 2019 and that funders had offered indicative financing scenarios; those scenarios will inform a council decision about pursuing an extensive multi‑year sewer project.
