La Cygne council adopts 2014 budget, holds line on most spending

The La Cygne City Council adopted the city’s 2014 budget following a public hearing on Aug. 7, 2013, after officials said they had kept departmental spending largely flat while setting aside money for street improvements and equipment.

Mayor Terry Weitman and City Clerk Devona Herrin briefed the council on the draft budget, which preserves the 2013 mill levy and allocates an amount from prior-year surpluses into a street improvement fund. Herrin told council members the city planned to hold most departments to 2013 funding levels and to carry forward a portion of reserves to support a capital street project in 2014. During the hearing the council received no public objections and voted to adopt the budget that night.

Why it matters: Officials said the approach balances near-term operational stability with a targeted capital strategy. Auditor Terry Sercer (Diehl Banwart Bolton) had earlier cautioned the council to treat one-time revenue increases cautiously; Sercer noted spikes in sales tax receipts in 2012 that may not recur. The adopted budget therefore earmarked near-term surplus funds for the street project rather than recurring operating expenses.

The administration will publish the final budget and begin year‑end accounting; council members said they expect to transfer available 2013 general-fund surpluses into capital and equipment reserves before closing the year.

Next steps: Council set a schedule of workshops and hearings to oversee 2014 implementation and will report any transfers or ordinance changes at subsequent meetings.
