Separately, the council approved Ordinance 1446 to implement a modest solid-waste rate increase (per the vendor contract) effective January 1, 2017, and Ordinance 1445 to raise the water-hookup/deposit policy from $100 to $200 to reduce unpaid-diversion risk.
Council members said the measures were designed to distribute service costs fairly, maintain infrastructure, and remove redundant or unenforceable code language.
What happens next: New rates take effect with January billing; staff will update customer notices and publish changes as required by state law.
