Thayer Park pavilion project greenlit; council approves first contractor payment

The Thayer Park pavilion moved from design to construction in December after the Park Board and council approved Legacy Contractors’ first invoice for concrete and site work. Park Board member Jodi Wade told council the board is tracking construction and insurance, and expects framing to begin after winter weather.
The council discussed performance and payment bonds and — after reviewing grant and procurement requirements — authorized use of a cashier’s check/retainage approach (rather than conventional bonds) so the state grant and matching funds could be deployed promptly. "We want the pavilion built and insured, and the Park Board will continue to manage the project schedule," Wade said. The council approved Legacy Pay Request #1 to keep work on schedule for a projected spring 2018 opening.
