City awards CDBG sidewalk and pedestrian bridge contract; easements, tree removal discussed

The council voted to award a federally funded sidewalk and pedestrian-bridge project after hearing from BG Consultants and staff about final bids and an easement settlement.
"We recommend awarding the base bid plus the pedestrian bridge to Kansas Heavy Construction," engineer Brian Kingsley told the council, noting the low bid was $270,860.50 — about $43,600 under engineer estimates. The project includes sidewalks from 6th Street east toward Broadway and a prefabricated pedestrian bridge over a drainage corridor. Council approved the award contingent on funding-agency concurrence.
The city also resolved an easement dispute with the Engert family: the council authorized a $500 payment to reimburse legal fees in exchange for a permanent easement for a narrow strip and bridge area. Kingsley said bridge piers and pipe installations are in place and that the contractor will complete the remaining sidewalks in spring under warranty, once the water-distribution contractor finishes work that affects the same rights-of-way.
Public-works staff said crews are taking care with tree removals and homeowner coordination; council members asked staff to document notices and coordinate snow removal expectations where private easements will place sidewalks on private property.
What happens next: The contractor will install the pedestrian bridge (scheduled delivery late November) and finish remaining work next spring under warranty; the city will submit final closeout paperwork to CDBG.
