La Cygne’s multi‑phase water upgrade advanced through 2017 with the city council approving regular contractor pay requests and engineering invoices to keep construction moving. At the Feb. 1 meeting the council approved Contractor Phase 1 Pay Request #9 for $56,836.40 pending CDBG approval; engineers reported Phase II is a 330‑working‑day contract and crews were coordinating meter pits and alley connections.
BG Consultants’ Brett Waggoner summarized the technical schedule and remaining work, saying, “Phase II is a 330 working‑day project; the water tower specs are with KDHE and USDA and the treatment plant plans are anticipated to be complete in the coming weeks,” and he told the council crews would install meter pits block by block before removing old pits. Public Works Superintendent Jim Johnson advised the council and the public when lines were bored the contractor must pot‑hole and find existing utilities: after a contractor bored across an alley and hit a sewer main the city logged multiple Reddi Services callouts and asked BG to seek USDA guidance on reimbursement for the cleanup.
The city also approved several drawdown requests to close out Phase I and to fund Phase II construction. BG’s planning remains coordinated with KDHE and USDA: bidding and fabrication for the new water tower moved forward in summer and foundation work began late in the year, while the water treatment plant design was submitted to KDHE for review with the goal of construction in 2018.
