BG Consultant Eric Hethcoat briefed the council on essential change orders needed to address electrical and mechanical modifications (including backwash pump electrical work, an influent valve installation and additional pressure instrumentation). Council approved required change orders to allow contractors to finish work and extended the contract time to accommodate the additional scope. City Clerk Jodi Wade presented certified pay applications from Shelley Electric; the council approved multiple pay requests and noted a remaining contractor retainage balance.
Mayor and council members emphasized the need to document the final punch list and warranty items. The plant's bulk water sales valve and final flow metering were among final items scheduled for completion; Public Works said training and procedural handoffs to city staff and the certified operator would be arranged before final acceptance.
What happens next: Contractors will close punch-list items and BG Consultants will certify final completion; retainage will be released after verification and warranty documentation.
