La Cygne council adopts two organizational resolutions and approves consent agenda

At the Jan. 2 meeting the council adopted Resolution #409, giving authority to complete payroll checks and certain routine monthly bills early, and Resolution #410, authorizing a waiver from GAAP‑prescribed statements and general fixed‑assets accounting. Council Member Jerome Mitzner moved both actions; motions passed unanimously 5–0.
The council also approved the consent agenda — including minutes of Dec. 18, 2019, and the check register covering Dec. 19, 2019–Jan. 2, 2020 — on a 5–0 vote. These organizational items opened the council’s regular meeting and established routine administrative authority for the start of 2020.
